Mr. Antonio Borges De Carvalho
Founder of Atlantic Committee of Portugal and Treasurer and Secretary General of ATA 1994-2003

Born in 1941, António Borges de Carvalho has lived a life steeped in service. After studying law at the University of Lisbon, his journey took him to the military, where he served as a lieutenant in the Portuguese Army and as a veteran of the Angola War from 1964 to 1967. From the battlefield to the real of politics, he has consistently demonstrated courage, conviction, and an unyielding commitment to the principles of freedom and security.

In 1975, António co-founded the Portuguese Atlantic Committee, marking Portugal’s renewed and determined engagement with the transatlantic community. His vision and leadership ensured Portugal's vital contribution to NATO’s mission, particularly at a time when Europe faced profound geopolitical and ideological challenges.

His legacy as a public servant is equally profound. Serving three terms in the Portuguese Parliament from 1979 to 1987, António chaired the Constitutional Review Committee and the Foreign Affairs Committee. He was also vice-chairman of the Defense Committee and a distinguished member of the North Atlantic Assembly. These roles underscore his deep commitment to strengthening Portugal’s democratic foundations and ensuring its place as a key player in the transatlantic partnership.

As a founding member of the Popular Monarchist Party (PPM) and the Democratic Alliance, António worked tirelessly to champion democracy, stability, and progress in Portugal, and with his contribution the Democratic Alliance achieved historic victories in the legislative elections of 1979 and 1980—moments that reshaped Portugal’s political landscape.

His contributions to the ATA are nothing short of extraordinary. As Treasurer from 1996 to 1999 and Secretary General from 1999 to 2002, António guided this organization through a transformative period. His stewardship ensured the ATA’s continued relevance, fostering dialogue and cooperation among nations during a time of global uncertainty.

Beyond his official roles, António is a man of deep intellect and principle. A prolific author of four books and numerous press articles, he has articulated a vision of transatlantic unity, shared values, and collective responsibility. His writings reflect the heart of an Atlanticist and a monarchist, a thinker who bridges tradition and progress.
